Abstract:

In the master plan of Palangkaraya, Indonesia, connection between land use and transportation is not clearly recognized, no priority for transportation improvement and level of service of some roads is not appropriate according to urban road standard for target year of master plan. From problems above, evaluation of Palangkaraya master plan from transportation and land use point of view was done.

Study area divided into several zone according to master plan. Transportation and accessibility analysis were performed. Several scenarios for transportation and land use change were done. Transportation analysis by using trip rate, gravity model, no modal split, and user equilibrium with incremental assignment were conducted. Hansen accessibility index was employed.

It was found that evaluation of the transportation system show that scenario plan according to the master plan indeed would increase the vehicle speed and reduce the delay for the whole network. Transportation performance can be improved by developed land use pattern that distribute location of residential and non residential area evenly. Through this way, total traffic volume in a specific link is reduced so vehicle speed is increased and delay is decreased. Location of new transportation lines has influence to the overall transportation performance. The highest influence of transportation improvement through implementation those that located near developed area with high traffic volume existing.

The assessment of integrated performance of land use - transportation planning shows that accessibility is increased if the land use change according to the master plan. Location of new transportation improvement has big effect to the accessibility. The highest effect is from transportation improvement that gives highest access to resident to reach non residential areas. Better accessibility also can be reached through land use planning that distributes residential and non residential area evenly. Through this way, higher attraction can be reached in a certain time.

This study recommends local government of Palangkaraya to control land use development by using master plan as reference, since land use as plan can improve accessibility. It is also recommended to consider accessibility as one of aspects to prioritize transportation project since accessibility index has advantages to measure level of access of transportation improvement for citizen. Local government is encouraged to develop its urban area using accessibility index since through this way level of live of citizen can be improved.
